Now, can you think of a fair way to introduce WAV's into a mixed fleet without compulsion or disadvantaging new license applicants?

Not really, and I think that at the end of the day 100% is the answer, but what is paramount is not having one rule for some and another rule for the rest.

But a better idea might be inducements rather than compulsion, eg differing rules re age, advertising, tax incentives etc.

But as with so many issues it's first a question of convincing councils that there is a discrimination issue here; sadly, many of there are good a huffing and puffing when the private sector discriminates, but whey they themselves do it then it's OK. [-(
