You're splitting hairs a bit here; if a particular offence stops you getting a badge then you're being penalised twice, whicheve mechanism is responsible, surely?

I'm not sure if things like "recordable offence" and "criminal record" have that much meaning these days. I think in the past a recordable offence was something that could attract a prison sentence, for example, which would exclude a lot of things that are considered criminal - if the word offence is used then that usually meanst it's criminal.
After all, if the CRB check brings up cautions and suchlike then effectively that's your police record in the context of applying for a taxi badge.
