It is possible even to Plate a Smart Car in London as a Private hire vehicle licenced for one passenger. The loophole is there for all to exploit - no H & R is necessary - no PCO licence is necessary. You would not however be able to plate a Transit. I have seen a Mitsubishi L200 Crew Cab Plated.

Pathetic, badly drafted legislation courtesy of the PCO.
