So what is illegal about a licensed York hackney driver working a York hackney carriage? Don't you do the same?
Why not ask yourself the question, "can you as a York hackney carriage driver obtain a hackney carriage drivers license in any other authority if you meet the required standard"? You will then have answered your own question.
If you don't know the answer to that question after being a cab driver for how many years, then I think most people on here, if not all, will be highly surprised.
