Does the act say that, or does it only say roof lights that give the impression that it's a cab?

It's very vague - it bans "any word, sign, notice, illumination, mark or other feature which may suggest that the vehicle is available for hire as a taxi".

I'm sure there are PH in Scotland with topsigns, but obviously they won't be able to use the word taxi on it, as is the case in England.

I think they're more common down south though, since I've seen one or two on my travels there, but places like Fife, Dundee, Angus, Edinburgh, Aberdeen etc you just don't see them.

You could have a point Sussex.
Quote:
Signs on vehicles other than taxis

14(1) Subject to subsection (2) below, there shall not be displayed on or in a private hire car any word, sign, notice, mark, illumination or other feature which may suggest that the vehicle is available for hire as a taxi.
(2) Subsection (1) above does not apply in relation to any licence plate or other thing issued by the licensing authority for the purpose of indicating that the vehicle to which it relates is a private hire car or in relation to any sign required by virtue of section 21 of the Vehicles (Excise) Act 1971.
(3) Any person who -
(a) drives a vehicle in respect of which subsection (1) is contravened; or
(b) causes or knowingly permits that subsection to be contravened in
respect of any vehicle, shall be guilty of an offence and liable, on summary conviction, to a fine not exceeding £1,000.
Fae Fife is right, it's not as clear as it could be.
Most scottish councils take the view that any top sign would contravene this and don't allow them, although they are not specifically banned. I can't think of any council in Scotland that allows top signs on PH. (Watch somebody prove me wrong 8) )

Well I'm sure it happens gusmac, indeed I think I've seen it mentioned in official documents, but I can't remember precisely where.

I've a feeling it may be in the west somewhere, Lanarkshire, Ayrshire or down that way.

We may well have seen them but just assumed they were taxis 8)
