Pioneering scheme for Chester City Centre could become reality in the near future.

The biggest PH company in Chester is proposing to open a PH rank in the City Centre using a couple of public Bus stops with the backing of the Licensing Department.

The plan is basically to set up a PH rank right in the city centre using taxi marshals and a record keeper provided by the PH company operating at busy times during the weekend.

It is going before the Licensing Commitee to be considered shortly.

Considering that I have been refused a Hackney License on the grounds of No unmet demand I find this particular quote from the LO a bit contradictory.

This is totally illegal, You say you have been turned down for a hack licence, well put an objection in now and get the rest of the hacks to do the same, the council say there are enough cabs so why are they even considering this hair brained scream when clearly there are not.

They have done something very similar to this in Cardiff.

A P.H/Hackney firm on a Frid & Sat are allowed to park a single decker bus in the centre of town just off the main high st. This is used as a walk on booking office, they are then I would think supposed to DATA a car to pick up the passenger concerned.

P.h cars are naturally hanging around which makes it no different to ranking like a Hackney. :shock:

I also expect the local cab trade will bend over and allow this to happen, as long as they can keep taxi number restrictions. :sad:

The council there should derestrict and come into line with rest of the country, and follow the DFT best practice guidance

Councils are quite happy to contradict themselves bend rules etc. if theres a pot of gold in it for them !


How can they legally allow the use of BUS STOPS for loading and unloading passengers

Is that the guidance for local authorities in England and Wales but of no real big shakes for your area?

The same guidance that infers local authorities should consider accessibility regulations, that from memory you weren't too keen on?

Or the tighetening of emission standards which may be more oppressive than age policies?

What are you trying to do here CC? Divide and conquer?

English legislation has an annoying habit of finding it's way north sooner or later.
Sometimes Westminster uses Scotland to trial it's pet schemes before unleishing them on the great unwashed of England.

The reasons for our interest in English affairs may not always seem apparent to those south of the border, but we sometimes get affected too.
Our opinions are still valid. :D (even if you don't agree with them)

I have just read in the local newspaper that this scheme has been given the go ahead and starts tonight.
