Taxi touts.

If a person, in a public place, solicits persons to hire vehicles to carry them as passengers, he is guilty of an offence2.

So what effect, in your opinion, does that have on a 'taxi' kiosk in an airport terminal taking bookings for PH vehicles sat in a publicly accessible road outside? (No hack rank in the vicinity)

If the 'taxi' kiosk only supplies PH, then that's a trade description issue.

But if folks go to the office to book, and then a PH is called to take that booking, as it's on private land and no-one from outside the airport is being drawn to that rank, then I think it's within the law.

If however punters were being drawn from outside of the airport, then that may be different. Which is the claim in Dundee I believe.
