Well dawg, why not get the council to recall all the hired plates, and re-issue them to drivers who want there own.
The plates belong the council after all not an cab or PH owner who has some extra to hire out.
If a person wishes to put on a cab all documentation should be in his name and the plate, if he wants someone to drive for him/her they must register that person with the council be included on his/hers insurance.
In the Borders we have to do the above, and plate hiring is band.
We have a maximum age limit as well, but due to best practice this is being looked at, and one of the things being looked at is cars must not be any more than 3 years old before there first licence, there by bringing in quality control.
We know that your council will not issue a new licence unless its for a WAV but if the plate came off a saloon it should go back on one, under the new owners name, the BP and the EU info should help, and if all goes well with the Sneddon case you will have less to worry about.
