Posts: 21 Looks like owners and drivers of stretched limos don't require licences any more ?
A friend of mine got stopped driving a stretched limo by lothian borders finessed and was charged for not having a PHC licence guess what it was throwing out of court, How many limos do you see driving about in Edinburgh and guess what only 2 are licenced, the council have a licence in force but are not prepared to enforce it so does that mean we don't need a licence to drive black cabs or private hires any more ? one rule for one !

Posts: 169 stretch limos dont need a phc licence because they can boperate from a licensing area which chooses not to licence them. there is no restriction on where they may operate. they can therefore be unlicensed and still be legal.

its not that thw council doesn't enforce licences. it just cant.

phc can operate whereever they want. cos they are supposed to be prebooked, and that can be from anywhere.

the same is true of taxis. those that are prebooked of course. try picking up in another areas streets and your sphericals will be legally squeezed until the only sound you can utter would only be useful to attract interest from our feathered friends.

Posts: 21 your talking p***, if you charge for a hire or reward and you have 8 seats or less you must have a licence, scottish law civic government scotland act 1982. All limos must be licenced as well just like PHC.
All limos should have been licenced for the last 4 to 5 years, its just because the cab office do not have the premises to test them and have been using russell road which is not ideal so the easy way out is to ignore ! so try and drive your taxi without a licence or drive around in your new tx4 without a licence plate and see what happens...... one rule for one

CONDITIONS OF FITNESS OF SPECIAL EVENT PRIVATE HIRE CARS
General
1 Except so far as varied by the conditions in this schedule, conditions 51 to 97 both
inclusive and the contents of Schedule B of the foregoing Licensing Conditions for
Taxis, Private Hire Care, Taxi Drivers and Private Hire Car Drivers will apply to
Special Event Private Hire Cars.
2 a) All brakes and machinery must be kept in good order and condition.
b) The vehicle must carry at all times a serviceable spare wheel and tyre,
together with the proper tools and equipment to change the wheel in the
event of a tyre becoming defective.
c) All tyres (including the spare) must be suitable for the vehicle.
d) No alteration or change in the specification, design, condition or
appearance of the vehicle shall be made without the written approval of the
Council.
3 Should a Special Event Private Hire Car fail to complete a journey for any cause
whatsoever, the circumstances and cause of the stoppage shall be reported to the
Cab Inspector, Taxi Examination Centre, Murrayburn Road, by the end of the next
working day.
4 No licence holder shall part with or lend the Special Event Plates issued in respect
of a vehicle to any other person.
Insurance
5 The licence holder shall ensure that at all times there is in force a certificate of
insurance or a current and valid cover note for the Special Event Private Hire Car,
in which the licence holder is stated to be the policy holder and which:
a) Covers any licensed private hire car drivers who will drive the vehicle;
b) States the vehicle type and all uses to which the vehicle will be put; and
c) Includes:
(i) Unlimited indemnity for injury and death to passengers and other
third parties;
(ii) Indemnity of at least £250,000 for damage to third party property –
other than that being carried in or on the insured vehicle;
(iii) Cover of up to at least £200 for damage to property belonging to
persons being carried in the insured vehicle.
Display of Plates and Other Signage
6 Conditions 53 to 58 of the standard conditions shall be read so as to conform with
the following provisions mutatis mutandis:
a) On a vehicle being licensed as a Special Event Private Hire Car, a number
shall be allotted to it by the Cab Inspector and the approved external and
internal plates (hereinafter referred to as the “Special Event Plates”)
bearing such number shall be supplied to the licence holder by the Cab

Posts: 20 schedule C only applies to vehicles in edinburgh(it's not from CGS 82) other area's do not have licences, if you have an address in midlothian u can work in edinburgh with-out one

a wee apology required here?

the stretch limos op0erating in edinburgh all emanate from other lothian areas. they are not licensed. edinburgh went off half cock on one of its control gigs and forced licensing before they got agreement from surrounding LAs. this shows more about the motives of edinburgh than anything else. another example of how fascist edinburgh council operates arrogantly and alone.

you were saying ....

I read the first few posts, then lost the will to live. ](*,)

Anyone doing 'hire and reward' work needs a license. Be it HC, PH or PSV.

There is no exception, although a few of the limo mob wrongly think there is. :wink:

And what % of limo owners/drivers do the exemption bit within the law?

1% or at a stretch 2%? :?
