Wycombe Council requires new drivers to pay the full £187.00 up front when they submit an application. This is for a three year license, CRB check and a Knowledge test. If the application is un successful there is no refund at all.

Is this right / fair ?

I suppose that if the money is to cover the administration of the application then the cost would be the same even if the application is unsuccesful.

No it is not. :sad:

Why can't they just charge for the CRB check and any knowledge test, and then if the mush fails to get a license he has only lost that amount?

And if he is successful then he can then pay the rest to get his license.

What used to make me laugh was down here that the council would let you take your written test, then driving test and then if you got through these 2 they'd then give you a medical form for your doctor to fill in. :?

Back to the question, no it isn't fair charging for a 3 year license if you're not succesful.
