Can Mr Huhne please describe what constitutes an unlicensed taxi driver? As far as I'm concerned there is only one type of taxi driver and that's someone who is licensed as a taxi driver, everyone else is just joe public.

Again I suppose everyone on the sex offenders register who isn't a licensed taxi driver could be classed as being an unlicensed taxi driver. What a stupid question to ask?
