The next thing they will think up is that drivers must do 5 laps around the vehicle and 10 pressups every day before starting a shift.
These Councils are Republics and follow their own Agenda, but then again thats power for you. The licence system for taxis should be taken out of LA controll. On your note what happens if your Dr. is working Part- Time with Bupa, they never thought that one up did they?

if you could stand in front of him waving a tenner you was well medicaly qualified to drive a taxicab.
