IMO they are neither an employer or a license issuer.
Councils can't keep CRBs for longer than 28 days, and why should we keep ours?
Parliament has decided that licensing authorities are the ones who decide if a driver is 'fit and proper', are the county saying drivers now aren't?
If they have an issue with a driver best they take it up with those that issue licenses not the drivers who have done nothing wrong.
That all said, maybe we should all be checked under the ISA provision, when enacted, and then it one payment and no-more, ever.
And as many authorities as they like can check that.
