Right Mick your postings have now got to that point I must pose some questions.
1, is there ever a justification for issuing new plates?
Calderdale council came into being in 1975
in 30 years they have never issued a single motorised Hackney license.
2, If the answer is yes how and to whom should they be issued?
3, are the needs of the public to be taken into account?
4, what is the function in your view of private hire.
Look at all those authorities with high plate values Calderdale is the highest and you will see the shortage is due to the high premium?
yet that is the sole criterion the council is not entitled to take into account.
proper development and change in the trade to reflect changing passengrer need cannot be undertaken if we follow your guidelines
and that is patiently clear.
1, Yes of course there is Geoff, to few taxis is a detrimental to the trade as to many. 37 HC's for Halifax is a pi$$ take mate but so is 300 for Gateshead.
2, The thing is Geoff that some areas need so many, Halifax for example that a window could be opened, for a year maybe, where any fit and proper person who produced a suitable vehicle would recieve a licence for it. In other areas unmet demand surveys should be conducted and the extra plates required should be distributed to those at the top of the list.
3, There is no question, the demands of the public should be the main priority, but their safety should also be a consideration.
4, PH have a greater role to play in the safe transport of the public, being able to book a car to be at a certain place at a certain time is paramount. Current PH drivers have their heads turned with big queues at the ranks and will regularly accept better fares when waiting for a booking leaving their booked fare stranded.
I only offer informed opinion on my own area Yorkie, I only offer comment on other areas, and in Halifax a desperate need is apparant.
