after reading Sussex reply I think I understand what you are getting at,
but sadly you miss the point.
what free exchange of goods and services mean is this, if a spaniard or a frenchman, german or other eec person applies for a badge he must get one on the same terms as someone in the locality.
it does not mean you can take your taxi to spain say and ply, just beccause you are european.
I have today applied for a badge with another council, they are legaly bound (and of course they accept this) to give me a badge on the same terms as they issue badges to thier own citizens, but irt does not mean I can rank my present taxi on thier ranks
so when I get my Gateshead badge I will be equal (in thory only please) to other Gateshead drivers!
then I too can be called a Gateshead Angel

and will have the same freedom to be thrown out of labour conference areas
