That's always been the way it's been done in my manor.
But it still doesn't stop the drivers doing 'flyers' (jobs not radioed in at all and the driver pockets the whole fare, particularly if they are really short runs) or declaring a fare at a lot less that what it actually is and pocketing the difference.
Plus of course if they don't call in a flyer then the controller might give them another job in preference to other drivers unaware that they've just had one.
