The meter in my E7 is set at 4,100 (I think) pulses per mile. If I took it out to put into a Metrocab, the pulse rate would have to be reset to the required pulse rate for that vehicle. Then, when the meter could accurately measure a mile, the tariff is inputted from a key rather like a memory stick, which the agent will have downloaded from the manufacturers secure website. He punches a few buttons, and Roberts your Mums Brother.
Well no doubt there are lots of different procedures, but I know my meter agent updates manually and keys in around a dozen different figures, and if one is even slightly wrong then that can hugely affect the tariff shown.
Anyway, even if the updating is more automated you're assuming that the manufacturer won't make mistakes, and I'm not sure why anyone needs to be told that it's wrong to make that assumption.
There are certainly cases on here of calander controlled meters not showing the proper tariff at Christmas time, and I'm quite sure there are many other cases that will be rectified but not reported because it'll be apparent at an earlier stage that there's been a booboo.
And if many councils aren't even testing the meters properly - and, as I pointed out at the time, how can they test in advance that the correct tariff is being shown on a public holiday, say? - then no doubt there are other less obvious discrepancies that never come to light.
