Yes it is all they have to do is plug in the computer and access the ecu and they will then be given the correct mileage, I know it can be accessed on a Skoda so it must apply to all modern vehicles

Why dont you challenge the councils policy, stating that they are the only ones who do this

I don't know of any L.A that asks for an on board diagnostic (O.B.D) report as part of an M.O.T or compliance test (this would show up any discrepancies between clock reading and the recorded ECU mileage.

wish i could find a cheap rolling "stolen recovered" Mondeo on a 59 plate (on 50,000 miles) that needs an engine and box from mine......lol
