There are lots of different scenarios, so you should enquire at individual PH offices to see what deals they offer. Roughly speaking you will be looking at up to 100 a week for a radio, the same to run a car and the same for fuel, depending on how much work you do.
The council fee for the plate is unlikely to be more than a fiver a week, but you have to pay it in a oner.
Renting is a good idea until you find your feet, and this is likely to include radio, car and plate fees. Yoy might have to maintain the car out of your own pocket, but as I said each office has its own arrangements.

You're better not to be VAT-registered, but you won't have to worry about that until you have your own fleet of cars anway.
There's a 24 hour, 7 days a week limit on driving time, but I would pick your own hours and not do too much
