It was reported to Rutland 5 weeks ago. Rutland do not do any enforcement. You don't even need a vehicle inspection for a plate in Rutland, just an MOT certificate issued within the last 7 days.
Oh, no reply was received from Rutland. I have not received any acknowledgment from County Hall either.

each LA is an enclave of isolated power, 1 doesnt know the others regs and cant implement them, the county council doesnt know which way is up and the cops MIGHT check insurances but they will be insured...

this just proves the disjointed and crazy system under which PH/HC vehicles are "controlled", or rather milked by individual LA's...

Let me get this right.
The vehicle is being used as a private hire vehicle contrary to the license conditions of both Rutland and Melton. So effectively without displaying the plate it is an unlicensed vehicle that is being used for the carriage of passengers for hire or reward in a controlled district. Have you asked to see the insurance policy, not just the certificate because my own policy states that the insurance is not valid if the vehicle is not being operated within the conditions that are applicable. Maybe a report to the police may be in order.
It could be an interesting situation if the vehicle is involved in a fatal accident whilst on the school run and it is mentioned in court that Rutland County Council, Melton Borough Council and Leicestershire County Council all knew about the situation and none of them did anything about it.
The irony is that drivers can run around without a plate on the vehicle but get sent home to change a light bulb.


Section 48 says it's against the law, it's not a condition.

I agree.
Section 48 of the LGMP act 1976 places as much importance on the plate displayed on the vehicle as on the paper licence issued for the vehicle. Indeed when a vehicle passes it's test it is issued with the licence plate, and then a paper licence is posted to the applicant several days later. Technically in driving the vehicle without the plate displayed, could be deemed to be committing an offence- and there for the insurance will be void. So the police should be interested, there's also the point of identifying the vehicle, around here every driver would be on the phone to the police, stating there's an unlicensed vehicle picking up, and that he's been seen parked up near a school ect ect ect.
