It is reasonable to suggest that what will happen is that PH drivers will source the most lax licensing regimes - where they are able to obtain operators licenses that are issued to another district.
The act still doesn't give an LA the power to stop a vehicle they don't license.
Anyone is now able to drive that vehicle whist it is off duty.
Considering all of the above - considering a licensing officer from Rutland will never be seen working in Manchester do you honestly think the situation will be better.
Incidentally, with reference to the millions of pounds of savings you can now as a PH operator benefit from non licensed spouses driving licensed vehicles - I think the law should be changed to allow you to marry a new wife for every PHV you own
