I'd check that one out, I will wager that the tariff board says "Parking Charges"! Who in their right mind is going to pay just to enter a car park, someone is fobbing you off.
You can't exit the car park until you have paid the charge. Once you have entered the car park it is going to cost you £2.40 to leave regardless of how long you are there (up to 30 minutes).
I am not disagreeing with what you are saying re the exit.
What I am saying is that I have no doubt that the tariff states
"Parking Charge"! In effect, they have as of this moment palmed you off. My take is this; you/your driver entered to park, as such there was no parking facility. In light of that they were not able to provide you with the service that they claimed, basically fraudulent.
