Get what you want put on the agenda,I'm assuming the above are trade reps that go to these meetings, there's a meeting of the Quality Service Working Group Meeting - 10th November - 10AM - Council Chamber so you will have to be quick. It would seem like a good place to start, if you can get the reps on board the council will listen.
